In order to continuously enhance the sense of gain, happiness and security of the elderly, in recent years, our city has coordinated the development of elderly care programs and services, and promoted the construction of a high-quality home and community-based elderly care service system.

As of now, 7 county-level central old people’s homes, 12 comprehensive subdistrict elderly care service centers and 167 community day care centers for the elderly have been built in Sanmenxia. The built-up area of community elderly care service places in urban areas is more than 130,000 m², with more than 17,000 beds available. Elderly care service facilities have formed three-tiered full coverage at county (city, district), subdistrict and community levels in urban areas, and two-tiered full coverage at county and village levels in rural areas. A “15-minute elderly care service circle” has been basically formed.

Plan from a high starting point and advance with high standards. Elderly care service system development has been written in the Government Work Report and included in the city’s key livelihood issues and important supervision contents. A four-tier framework involving secretaries at city, county, township, and village levels has been established to oversee elderly care efforts. Implementation Opinions on Promoting the Development of Elderly Care Services and the Notice on Establishing and Improving a Comprehensive Supervision System for Elderly Care Services to Promote the High-Quality Development of Elderly Care Services were issued in succession. Relevant departments have jointly issued 7 regulatory documents, including the “Three Lists” for Accelerating the Construction of the Elderly Care Service System. The Development Plan for Sanmenxia’s Elderly Care Service System and Health Industry during the 14th Five-year Plan has been compiled. The “1+N” policy framework has been continuously improved.

 Strengthen the foundation and innovate service models. An investment and financing platform has been built to attract all kinds of funds. Our city coordinated the construction of community elderly care facilities in 87 newly built and renovated old communities, with the per capita site area for elderly care facilities increased to 0.2 m². Our city introduced and supported elderly care service brand enterprises, and more than 10 market players have been cultivated. We focus on standardized management, chain operation, brand building, and developing new business formats such as the integration of medical care and health, “cultural tourism + elderly care”, and “domestic service + elderly care”. Sanmenxia took the lead in establishing section-level elderly care service centers and provided guidance for the incubation and cultivation of elderly care service enterprises, forming a collaborative advancement framework that integrates government, institutions, and enterprises.

Continue to promote the health and elderly care service brand, “Care Sanmenxia”. Our city solidly implements a special campaign to improve elderly care service facilities in urban residential areas, enhancing the quality and efficiency of urban elderly care while addressing shortcomings in rural areas. We promote various operation models, such as state-owned enterprise operations, public-private partnerships, and private-owned enterprises with public assistance. We have increased inputs and social engagement to ensure that the elderly have access to proper care, medical treatment, and help in times of need.
