Since the beginning of this year, our city has been unremittingly taking measures to continuously improve the business environment. Focusing on prominent issues widely reflected by the masses, enterprises and society, our city has been planning at a high level, implementing at high standards, and promoting with high quality. As a result, the business environment has seen continuous optimization, market entities have demonstrated sustained vitality, and the satisfaction of enterprises and the public has increased steadily.

Plan at a high level and clarify measures for optimizing the business environment. Our city has formulated and released the Key Work Tasks for Optimizing Sanmenxia’s Business Environment in 2024, clarifying 41 key reform measures to accelerate the creation of first-class market-oriented, law-based and international business environment. Our city has also launched a special action to improve the work style and capability of the business environment. Efforts have been made to address misconduct and corruption, further improving the quality of enterprise-related services. The evaluation indicators from 2022 to the first half of 2023 were broken down into 1,043 specific tasks and assigned to 50 units. Efforts have been made to improve indicators through weekly meetings and the supervision and assessment mechanism. As of the end of the second quarter of this year, 853 tasks have been completed in Sanmenxia.

Strengthen supervision and provide a solid foundation for optimizing the business environment. In the first half of this year, our city has organized the “Business Environment Experience Officer” event twice. 120 problems and suggestions were collected and 103 problems have been addressed so far. Relying on the “Business Environment Evaluation by All” platform and channels such as phone calls, letters, and visits, cases of violations of the business environment have been promptly accepted, transferred, and handled. Supervision and governance have been carried out across 28 units in our city to promote the implementation of preferential policies and ensure the smooth process of “Getting One Thing Done Efficiently”.

Enhance publicity to foster a positive atmosphere. Focusing on topics such as protecting enterprise rights and handling complaints and reports, business environment workshops were held. Advanced units were invited to share experiences on promoting mechanism innovation, creating special highlights, and enhancing service awareness, to improve the officers’ professional capabilities. The Municipal Development and Reform Commission and six other units jointly held press conferences to release results of the business environment construction and the next work plan, to improve the transparency of the work on business environment optimization. Additionally, a “weekly report” information submission mechanism has been established to publicize special experiences and exemplary practices from various units, continuously improving the efficiency of government services.
