Recently, departments at various levels in Sanmenxia have maintained the momentum of the first half of this year and focused on the “13561” layout for the construction of a modern Sanmenxia and the nine arrangements of the 7th Plenary Session of the 8th Municipal Party Committee. With extraordinary efforts, we keep a close eye on annual goals, stabilize economic operations, and go all out in the third quarter and fight in the second half of this year, laying a solid foundation for completing annual tasks in high quality.

Firmly grasp the progress of project construction. We continue to make good use of the regular mechanism of unified project commencements, on-site supervision, planning and reserve of major projects, joint review and approval, and routine management to solve problems, follow performance and advance provincial and municipal key projects with all strengths. “Three batches” projects and local government special bond and treasury bond projects begin, go into production, and achieve results early, to ensure that more than 112.5 billion yuan of the annual investment can be completed in the third quarter. Focusing on the policy of “two major” and “two renew” to unleash potential, we’re good at finding projects from policy opportunities, integrating projects from the industrial map, and extracting projects from resource endowments. Preliminary work such as feasibility study and implementation plan should be done. We will actively advance the preliminary work for the 110 second-batch local government special bond projects, 144 projects funded by the central budget, and 157 second-batch ultra-long special treasury bond projects, creating a favorable situation of being able to “implement in the short term, have reserve in the long term, renew regularly”.

Closely follow the trend of consumption upgrade. We will seize new opportunities and capitalize on the window period. Following the trend of quality improvement and upgrade of residents’ consumption, we will further tap into the potential of basic consumption sectors such as dining, accommodation, household services, elderly care, and childcare, and continuously stimulate the vitality of improvement consumption in areas like culture, entertainment, tourism, and sports. At the same time, focusing on the implementation of the “two renew” initiative, we will actively promote equipment upgrades in sectors such as industry, agriculture, construction, transportation, and medical care, as well as trade-in in areas such as automobiles, home appliances, and home furnishings, so as to maximize the policy-driven effect and promote the quality improvement, expansion, and upgrade of consumption.

Focus on the excellence of enterprise service. Following and implementing the Two Unswervingly principle, we will further improve the regular communication and exchange mechanism with private enterprises, as well as the mechanism for collecting, transferring, tracking, and providing feedback of problems and suggestions. Efforts will be made to solve problems faced by private enterprises in market access, financing, and unpaid debts, to better help enterprises strengthen confidence, reduce costs, improve efficiency, and grow stronger. We will continue to enhance the professionalism, precision, and systematization of the Ten Thousand People Helping Ten Thousand Enterprises initiative, and improve the closed-loop handling of enterprise requests and the mechanism for benefiting from preferential policies without application. Efforts will be made to promote precise matching between enterprises and their upstream and downstream partners in production and sales, production and financing, industry, academia and research, as well as labor, to help the prosperous development of high-quality enterprises in our city.
