Sanmenxia Deepens the “Talent+Project” Model to Empower Innovation and Entrepreneurship
In recent years, our city has vigorously implemented the strategy for developing our city through science and education, the workforce development strategy, and the innovation-driven development strategy. Adhering to the principle of talents leading projects and projects attracting talents, our city spares no efforts to ensure the mutual promotion and win-win of the steady progress of projects and fast development of talents, providing strong support for the high-quality economic and social development of Sanmenxia.
Emphasizing “projects as the key”, our city focuses on the discovery, reserve, incubation, and service of talent projects and integrates the development of talents, resources, and projects, forming a favorable trend of talent-led innovation and project-supported transition. Since 2019, Sanmenxia has introduced four batches of 142 talent projects, solved 357 bottleneck technical and production problems, generated 406 invention patents, driven the development of five special and sophisticated “little giant” enterprises and 107 national high-tech enterprises, and fostered eight national-level innovation platforms, 154 provincial-level ones, and 527 municipal-level ones.
Expand the channels for discovering talents and explore new pathways for talent projects. Our city has held 21 events such as “University Science and Technology Achievements Go to Sanmenxia” and “Experts of Chinese Academy of Sciences Visit Sanmenxia” and signed 113 high-level talent projects. Our city has held innovation and entrepreneurship competitions, transforming from “selecting horses” to “horse racing”. In the past three years, 19 innovation and entrepreneurship projects of Sanmenxia have been selected as national competition projects, and five projects have won national awards. We carry out the open competition mechanism, and improve the scientific research and development model of “enterprises proposing problems, government initiating problems, and talents solving problems”. Talent projects have been signed at the launching ceremony of the talent recruitment and project matchmaking event for innovation and development, Henan, China for three successive years.
Increase the reserve efforts and build a talent project reserve pool. Adhering to the principle of “discovering a batch, nurturing a batch, and reserving a batch”, we carry out the model of “classified resources, staged management, and graded support” and enhance the mechanism of “daily reserve, dynamic management, and key incubation” for talent projects. We continue to implement another bath after one batch has become mature, which has significantly enhanced the foresight, effectiveness, and sustainability of talent projects. As present, there are 84 reserved talent projects, which consist of 39 industrial projects, 42 science and technology cooperation projects, and three new research and development institutions, classified by different categories; 11 long-term projects, 29 medium-term projects, and 44 short-term projects in terms of management periods.
Focus on sophisticated and scarce talents and strengthen precise support for talent projects. We shall provide more support for technology-intensive sophisticated and scarce talent projects with strong spillover effect and adopt case-by-case approval for strategic projects. We have supported two talent projects with eight million yuan, achieving dual advancement of faster aggregation and platform building.
Build a comprehensive service system and optimize the new environment for project development. We shall implement the “1+1+1” service system for talent projects and improve the service way of “one county-level leader contracting, one project commissioner taking charge, and one special team promoting”, providing comprehensive support throughout the entire process of project implementation. Make good use of the “Xiaohan Talent Card”. 385 high-level talents have the card. To strengthen assessment and rewards, our city provides awards of more than 20 million yuan for counties (cities, districts) and commends ten outstanding talent teams every year, establishing a distinct talent orientation.
