With a growth rate leading the province for five consecutive months, we have achieved the annual target two months ahead, laying a solid foundation for high-quality economic and social development.

To continuously stimulate the vitality of market players, since the beginning of this year, focusing on the target of “quantity and quality improvement”, the Municipal Administration for Market Regulation has innovated its work approach, enhanced service efficiency, and actively cultivated market players. At present, the total number of market players in Sanmenxia has increased by 36,000 compared to the end of 2022, with a year-on-year growth of 23.1%. Following its leading growth rate in the first half of the year in Henan province, it has maintained its top-growing position for five consecutive months since June.

The Municipal Administration for Market Regulation has actively expanded the service scope of starting a business. It has coordinated with the Henan Administration for Market Regulation and the related municipal water, water, electricity, gas, heating and other departments in order to streamline the process and integrate data. Now, enterprises can complete eleven procedures for starting a business online, including taxation, social insurance, and online application for water, electricity, gas, heating and Internet installation, upgrading the N+ service for starting a business. It has vigorously implemented accommodative and prudential law enforcement and strictly carried out “Four Lists” including no punishment for a first offense, reduced punishment, lighter punishment and no mandatory measures. Since the beginning of this year, 83 matters of offence have been subject to accommodative and prudential regulation. A total of 202 cases meeting the conditions of “Four Lists” have been processed, resulting in a cumulative reduction of 4.28 million yuan. It has made efforts to create a fair competitive environment. Focusing on key areas such as water, electricity, gas, heating, and financial charges, a special campaign to rectify charges related to enterprises has been launched. So far, 68 relevant institutions have been inspected, and eight cases have been filed. In order to facilitate the construction of the unified national market, a special operation has been conducted in key areas such as education insurance, medical and health care, and government procurement. Seventeen cases involving anti-unfair competition and administrative monopolistic practices have been addressed. Additionally, two instances of rectifying policies by government departments have been undertaken, effectively maintaining a fair market order.
