Recently, our city has issued the Implementation Plan for Accelerating the Cultivation of Industrial Research Institutes of Key Industries in Sanmenxia (hereafter referred to as the Implementation Plan), aiming to accelerate the development of industrial research institutes, establish provincial-level industrial research institutes, and create first-class innovation chains, innovation platforms, and innovation culture. This Implementation Plan aims to promote the intensive, agglomerative, and cluster breakthrough of various innovation elements to generate a driving force for innovation-driven development and promote high-quality development of the manufacturing industry.

The Implementation Plan specifies that the industrial research institute is positioned in the middle and downstream of the innovation chain, aiming to achieve the seamless integration of the entire process of industrial scientific and technological innovation, including basic research, technology breakthrough, technology application, and commercialization of achievements. It serves as a bridge between technology and industry, between enterprises and universities and research institutes to remove obstacles in the  commercialization of technological achievements. Our city primarily focuses on cultivating industrial research institutes in the fields of new materials, electronic information, intelligent equipment, advanced rail transportation equipment, new energy, mechanical processing, precision measurement instruments, and other industries. Revolving around the industrial function position, it sets clearly the construction goal, operating mechanism, intellectual property application and protection, development plan, and more. The aim is to concentrate efforts on tackling core technologies, enhance the core competitiveness of the industry chain, and break the development bottlenecks.

The Implementation Plan has put forward 15 supportive policies in terms of fund guidance and support, technological research and development, achievement transformation, recommendation standards, and other aspects. It also clarifies the development objectives. By the end of 2023, it will focus on increasing policy support in industries such as new materials, electronic information, high-precision copper foil, intelligent equipment, and rail transportation. Efforts will be made to cultivate three to five municipal-level industrial research institutes, build one to two provincial-level industrial research institutes, and identify and plan a set of research and development topics and key projects, preliminarily forming the aggregation and demonstration effects of industrial innovation. By 2025, efforts will be made to cultivate ten municipal-level industrial research institutes in key industries such as new materials, new energy, and chemicals, build three to five provincial-level industrial research institutes, and establish a relatively comprehensive industrial innovation system, providing strong support for our city’s key industries. In the future, industrial research institutes will lead the rapid development of industries, promoting the commercialization of a large number of scientific research achievements. A manufacturing industry technological innovation system, supplemented by the manufacturing innovation center, technology innovation center, and industrial innovation center, integrated by other innovation unions and common technology platforms, will be built, providing important support and guarantee for creating an advanced manufacturing innovation hub in our city.
