Based on improving the financing environment of technology-based enterprises in Sanmenxia, the new implementation plan guides financial institutions to increase financial support for technology-based enterprises, promotes the technological innovation and industrial restructuring of enterprises, optimizes and adjusts the scope and business models of partner banks: firstly, increasing the number of partner banks. In principle, all banks registered in the urban area of Sanmenxia can participate in the declaration. Secondly, exploring more business types. The new plan supports three modes including direct bank loans, the cooperation between banks and guarantee institutions and the linkage between investment and loans. Through the linkage between guarantee institutions and investment institutions, the enthusiasm of partner banks to carry out the science and technology loan business will be further mobilized, and multiple measures will be taken to improve the corporate financing environment. Thirdly, implementing the performance assessment mechanism. The leading group of the science and technology loan will adopt corresponding reward and punishment measures such as awarding the honorary title of “the science and technology branch” to partner banks on an annual basis to encourage banks to provide financial support for science and technology enterprises.
