On December 14th, the Henan provincial government held a teleconference on the establishment of ecological demonstration and the construction of beautiful rivers and lakes in the province. The list of the first outstanding (special or nominated) cases of provincial beautiful rivers and lakes in the province was notified. The "Swan Lake in Wonderland" recommended by Sanmenxia was successfully selected as the first provincial outstanding cases of  "Beautiful rivers and Lakes".

In recent years, the Sanmenxia Municipal Party Committee and the Municipal Government have firmly established and practiced the concept of “clear waters and green mountains are as good as mountains of gold and silver.” Aiming at building a beautiful river and lake with "clear water and smooth river, beautiful green scenery, ecological security and harmony between people and water", they have made great efforts to build a "beautiful river and lake". According to the Overall Urban Planning of Sanmenxia (2013-2030) and Urban Ecological Water System Planning of Sanmenxia, which focuses on the implementation of great governance, great protection and great improvement of Swan Lake, and comprehensively promotes the "five-in-one" comprehensive governance model of the whole basin, namely water environment, water resources, water ecology, water culture and water security.

Great governance. We comprehensively dealt with 18 first-level tributaries of the Yellow River, including the Qinglongjian River and Canglongjian River, 127 small river basins have been brought under control, 42 river channels have been brought under control with 125.5 kilometers, and 48.35 kilometers of 757 parts of dams have been repaired and maintained, and more than 800 polluting enterprises have been shut down. We continued to carry out comprehensive remediation of environmental pollution around Swan Lake and upstream water bodies, carry out industrial withdrawal, clean production, upgrade, make in-depth treatment, and effectively control industrial pollution; Qinglongjian River, Canglongjian River system were treated to ensure water quality standards. We  implemented ecological governance measures such as water system connectivity and ecological water replenishment and diversion to ensure the ecological flow of rivers. We resolutely renovated the "two violations", implemented the ecological relocation of 3,458 people from 1,050 households in Nanguan Village and Guangou Village in the wetland protection area, effectively vacate the ecological space along the river and the lake, which comprehensively improved the ecological environment around Swan Lake.

Big protection. Take Swan Lake as the center, the management and protection mechanism has been established and improved, and the "Management Measures of Sanmenxia White Swan Reserve" and the "Regulations of Sanmenxia White Swan and Its Habitat Protection" have been promulgated and implemented. We established and improved the working mechanism of river chief system, carried out joint law enforcement and lake patrol; Publicity and education activities  including White Swan Publicity Day, Wild Animal Protection Day and Mother River protection, have been widely carried out to gradually deepen people’s awareness of wetland ecological protection and swan protection, and make Mother river protection become a common consensus and conscious action of people in Sanmenxia.

A big improvement. To comprehensively improve the ecological grade of Swan Lake, the Yellow River Reservoir Area is used for centralized water replenishment every year to remove algae, garbage and other debris in the lake in time. More than 5 million aquatic plants such as calamus and reeds have been planted, which created 2,150 mu of wetland water area. More than 180 varieties of garden flowers such as peony, osmanthus, lotus, dahlia and more than 2 million plants were introduced. In the north of Swan Lake and Erhu Lake, silt cleaning and slope treatment were carried out, and more than 60,000 square meters of habitat islands were built, and over 20,000 square meters of shallow tidal flats were built, more than 50,000 aquatic plants were planted, and the swan habitat was expanded by 385,000 square meters. To improve the cultural grade of Swan Lake, the wetland education center, wild animal rescue station, Sanmenxia Station of the National Whooper Swan Ring Record Center, Swan Science Museum and other popular science bases have been built. After years of treatment and restoration, the wetland landscape system, ecosystem and biodiversity of Swan Lake have been effectively improved. Since 2014, the water quality of Swan Lake has been stable above Class III for a long time, and the annual average water quality of the state-controlled section of Sanmenxia Reservoir in 2021 is ClassⅡ.

More than 600 kinds of plants and animals breed here, more than 300 kinds of wild birds live here, and over 16,000 white swans, accounting for only 2/3 of the national total, live here for winter. With Sanmenxia Swan Lake as the center, the national tourism resort integrates the unique wetland landscape resources into advantageous ecological tourism resources. Every winter, Swan Lake receives about 600,000 tourists from home and abroad, which drives the high-quality economic and social development of Sanmenxia.
