Recently, Sanmenxia municipal government office issued the “Several Measures for Accelerating the Development of New Energy Automobile Industry in Sanmenxia ”(hereinafter referred to as "Several Measures") to accelerate the transformation and upgrading of the automobile industry, cultivate new economic growth points and industrial competitive advantages,so as to promote the healthy and rapid development of the new energy vehicle industry in Sanmenxia.

The “Several Measures” proposed to vigorously support the development of vehicle industries such as passenger cars, commercial vehicles, and special-purpose vehicles, and focused on the development of core component industries such as power batteries and motor electronic controls.

In terms of improving the industrial chain of new energy auto parts,  “Several Measures” emphasizes the need to consolidate and improve the existing industrial foundation. Give full play to the advantages of the concentration of vehicle enterprises in Sanmenxia, improve the localization level of new energy auto parts of enterprises, and support vehicle enterprises to give priority to the development and application of new products with local parts enterprises, so as to promote vehicle enterprises to implement standard certification of new parts and components, encourage and guide parts and components enterprises to actively connect with  vehicle enterprises, and strengthen cooperation between upstream and downstream enterprises in the industrial chain. It is necessary to introduce complementary chain and strong chain projects. We should rely on the new energy automobile industry zone and parts industry in Sanmenxia to attract a number of high-end parts and components enterprises to settle down, and expand to the upstream and downstream of the industrial chains on the basis of achievable synergy, so as to empower other weak links by self-construction, joint venture, cooperation and other forms. We need to establish a power battery recycling project. Encourage vehicle manufacturers to work with power battery manufacturers and vehicle sales companies to formulate system solutions to power battery recycling and treatment, we also need to establish and improve the recycling system for used power batteries, so as to explore the formation of innovative business cooperation models for power battery recycling.

In terms of improving the industrial chain of new energy auto parts, the “Several Measures” emphasizes that it is necessary to promote the replacement of new energy vehicles in key areas. The proportion of new energy vehicles purchased by Party and government organs at all levels for official usage shall not be less than 50%. All the efforts should be used to encourage logistics vehicles, municipal sanitation vehicles, muck transport vehicles, etc. to preferentially purchase and use fuel cell vehicles. Before the end of 2025, in addition to emergency vehicles, the  urban buses, cruise taxis, and trucks, postal vehicles, municipal sanitation vehicles, and online taxis in urban built-up areas will basically use new energy.

We need to promote the construction of new energy vehicle charging infrastructure, scientifically deploy charging and swapping infrastructure, focus on promoting the construction of self-use charging piles in residential areas and charging facilities for public institutions, enterprises, industrial parks, scenic spots, and special parking lots, speed up the layout of fast charging facilities in trunk highway service areas, and actively promote the construction of centralized charging and swapping facilities in parking lots in the public service field, and advance the construction of charging and swapping facilities in rural areas in an orderly manner.
