Sanmenxia has taken a large number of measures to promote the construction of "Everyone with Certificates and Skills in Henan" with high quality. Since this year, Sanmenxia Municipal Human Resources and Social Security Bureau carried out 72683 vocational skills training, and increased 53553 skilled talents and 20888 high- skilled talents with certificates, which respectively completed 121.14%, 133.88% and 139.25% of the annual target tasks. More than 700000 RMB was invested to build 20 mobile examination centers with the combination of evaluation systems, monitoring systems and wireless systems according to the evaluation process. More than 20 times of "door-to-door" services for enterprise employees and villagers were provided, which benefited 1116 persons. Sanmenxia Municipal Human Resources and Social Security Bureau carried out training and evidence collection according to local conditions, focused on the primary industries to help rural revitalization, concentrated on the transformation and development of secondary industry services, so as to improving people's livelihood around the tertiary industry. Great efforts were made to do a good job in training and evidence collection under the guidance of “cultivation and certification as a whole, improving quality and efficiency, equal emphasis on skills and benefits”.

It is reported that 22323 persons had been provided subsidized training in Sanmenxia this year, and 17226900 RMB were allocated as subsidized training funds , so that the training and the subsidies could be completed and offered. In addition, the quality and effectiveness of evaluation were further improved by improving the evaluation mechanism and implementing incentive measures to create a technological atmosphere.
