The medals of the advanced collectives in the national market supervision system, the demonstration units of administration according to law in Henan Province, the units with outstanding performance in implementing the administrative law enforcement in the province, and the advanced units in the province's rule of law creation activities shine with the power of the rule of law.

In recent years, Sanmenxia Municipal Market Supervision Bureau has continued to deepen the construction of the law enforcement system by focusing on improving the ability to administer according to law and promoting the construction of service-oriented administrative law enforcement, and comprehensively promoted the implementation of the "three systems" of administrative law enforcement. The administrative law enforcement have been greatly improved, the social satisfaction of administrative law enforcement has been much higher, and the work has achieved remarkable results.

The leaders should set an example, and the power and responsibilities should be clear, so as to consolidate foundation of law-based administration. This Bureau strictly implemented the responsibilities of the first person responsible for promoting the construction of a rule of law government by the main Party and government leaders. The Party group in Sanmenxia Municipal Market Supervision Bureau listened to reports every month, studied and solved problems, and formed a work pattern in which the leading Party groups take the lead, the rule of law institutions are specifically responsible, and all units together to promote the work. They established an open list of administrative law enforcement powers and responsibilities and a system of post responsibilities, dynamically adjusted 1089 items of administrative functions and powers in accordance with the situation of "reform from establishment to abolishment" of laws and regulations, and realized the overall rule of law work.

Consolidate the foundation and deepen reform so as to improve the efficiency of administration according to law. All the efforts were made to promote people, finance and resources to be more favorable to the grassroots level, and provide 24 supervisors at the grassroots so as to strengthen the supervision at the grassroots. Since the beginning of this year, 61 classes have been held, including on-site training sessions, TV and telephone training, live-action law enforcement training and live-streaming classes. Integrate law enforcement forces, simplify law enforcement approval procedures, continue to play the important role of comprehensive law enforcement agencies in handling major and important cases, build a law enforcement case handling system with linkage at different levels, clear responsibilities and division of labor, and continue to promote the reform of comprehensive administrative law enforcement.

Stick to the position, and enforce the law for people so as to increase the administrative law enforcement. All the efforts were made to adhere to the bottom lines of safety strictly. The trend of food safety was stable and improving. Market Supervision Bureau  conducted solid and effective supervision over the safety of medicines and devices, strengthened the safety foundation for special equipment, and strengthened the quality and safety of key industrial products. Illegal cases in telecommunications, medical care, advertising, water supply, power supply and other areas related to people's livelihood were investigated. Last year, a special case team was set up to investigate and handle a pyramid selling case in Guangdong, and more than 10 million yuan in fines were collected, which effectively curb the spread of pyramid selling activities in Sanmenxia. The Bureau deepened the reform of the business system, and continued to improve the stable, fair, transparent and predictable law-based business environment

The combination of leniency and severity, inclusiveness and prudence so as to highlight the temperature of administrative law enforcement.The Bureau resolutely implemented the "no punishment for the first violation" provision of the Administrative Punishment Law of the People's Republic of China. They educated and guided market entities to consciously abide by the law and correct their mistakes by persuasion, education, persuasion and demonstration, so that flexible law enforcement becomes the focus and breakthrough for grassroots to improve law enforcement and optimize the business environment. Market Supervision Bureau in Sanmenxia implemented the legal risk prevention and control system for administrative counterparts, announced 25 risk prevention and control points, and guided administrative counterparts to enhance their awareness of the rule of law, consciously abiding by the law, finding the law in case of problems, and relying on the laws to solve problems.
