Sanmenxia municipal government office recently issued the Implementation Opinions on Supporting for the Development of "Specializd and Innovation" Small and Medium Enterprises (hereinafter referred to as the Implementation Opinions) to guide them to take the path of specialization, refinement and innovation, so as to boost the high-quality development of the industrial economy in Sanmenxia in order to speed up the transformation and upgrading of small and medium-sized enterprises. The Implementation Opinions proposed that by 2025, all the efforts will be made to cultivate more than 20 national "specialized and innovation" small enterprises with giant power , and more than 100 provincial "specialized and innovation" small and medium-sized enterprises.

Implementation Opinions clearly defined the priorities of the work. In accordance with the spirit of the Notice on “Supporting the High Quality Development of Small and Medium- Sized Enterprises with "Specialization and Innovation" jointly issued by the Ministry of Finance and the Ministry of Industry and Information Technology, We should guide the development of the leading products of small and medium-sized enterprises in Sanmenxia to the key areas listed in the Catalogue of Industry; 

Let these enterprises develop into the ten key industries in line with the manufacturing power strategy, and develop towards core basic parts, advanced basic processes and key basic materials of manufacturing industry; These enterprises need to develop the innovative products combined the new generation of information technology with the real economy, and focus on the ten major industrial chains in Sanmenxia, all the work should be done to make up the weak points", "develop the strength" and "fill in the blanks" in the key links and key fields of the industrial chain supply.

Implementation Opinions put forward 28 specific measures from seven aspects. First, we will increase fiscal and tax support, so as to implement financial incentive policies, increase financial support for "three major transformations", in favor of the application of provincial manufacturing high-quality development special fund projects and key small enterprises with giant power, and deepen the special action of tax services.

Second, intensify scientific and technological innovation. We need to implement the financial reward and subsidy policy for R&D expenses of technology-based enterprises, and guide small and medium-sized enterprises to increase its R&D investment. The proportion of R&D investment of "specialized and innovation" small and medium-sized enterprises in operating revenue is not less than 3%, and the proportion of R&D investment of "specialized and innovation" enterprises and small enterprises with giant power in operating revenue is not less than 4%; We should support enterprises to establish R&D institutions, and help them to establish enterprise technology research institutes, enterprise technology centers, enterprise engineering centers, Central Plains Scholar Workstation, Postdoctoral Workstation at provincial level or above, etc; We need to strengthen the use of intellectual property rights of enterprises, establish a professional team of intellectual property services, and provide consulting and information services; We also need to support enterprises to build manufacturing innovation centers; strengthen the collaborative innovation of industry, university and research, and promote the two-way supply and demand; Finally, strengthen the construction of enterprise management system and brand.

Third, strengthen financing services. We need to encourage banking institutions to increase credit support for "specialized and innovation" small and medium-sized enterprises, and support them to carry out a series of businesses including accounts receivable, inventory, warehouse receipt financing and etc.; we need to strengthen guidance on listing and listing services for  "specialized and innovation" small and medium-sized enterprises, and unblock direct financing channels for enterprises; We also need to strengthen the support of industrial funds for the construction of "specialized and innovation" small and medium-sized enterprises .

Fourth, promote transformation and upgrading. We need to strengthen the digital transformation and promotion, and let the "specialized and innovation" small and medium-sized enterprises business "on the cloud"; We need to strengthen the application and promotion of new generation information technology, promote intelligent manufacturing application scenarios, and cultivate new intelligent manufacturing models; We also need to strengthen the promotion of greening, carry out energy-saving diagnosis services, and promote the greening development model.

The fifth is to strengthen the intellectual support of talents. We need to implement the talent introduction policy in Sanmenxia, carry out the "specialized and innovation" small and medium-sized enterprises talents training, observation, learning, and talents demand docking activities, and promote the establishment of expert service teams.

Sixth, provide accurate docking services. Provide "one-stop" services and personalized service products for "specialized and innovation" small and medium-sized enterprises , and establish one-to-one service mechanism.

Seventh, strengthen territorial service guarantee. Guide the local government to formulate practical measures to support the "specialized and innovation" small and medium-sized enterprises, and provide comprehensive social services for them.
