Recently, the reporter learned from the business environment construction special meeting that Sanmenxia would continue to deepen reforms and strive to create the “six best” business environment with the least approval, the best process, the smoothest system, the most dynamic mechanism, the highest efficiency and the best service. 

The meeting made arrangements for the next stage of optimizing the business environment, and proposed to streamline and optimize approval services, carry out special actions to clean up special links, and realize the exemption of a batch of high-frequency affairs from submitting physical certificates; vigorously promote the “one-stop service”, promote the docking of the integrated government service platform with the business operating systems of the relevant departments, and break the data barriers; implement “standard land + commitment system + special staff”, “financial center + credit system + agent”, implement pragmatic and effective supporting policies for enterprises’ differentiated electricity, water, land, energy, and employment, and strive to create the “six best” business environment with the least approval, the best process, the smoothest system, the most dynamic mechanism, the highest efficiency and the best service. Meanwhile, Sanmenxia will strengthen the assessment, rewards and punishments, establish a quarterly assessment mechanism for the business environment, and conduct quarterly assessments based on enterprise satisfaction and the completion of daily tasks. Rewards will be given to units and individuals that rank at the top of the evaluation index, and punishments will be given to the units and individuals that rank at the bottom of the evaluation index, so as to provide a strong guarantee for optimizing the business environment.

In recent years, Sanmenxia has focused on building the business environment brand of “Winning in the Swan City”, and has successively issued a series of policies and measures to fully implement the “121” business environment optimization and improvement action. The time for handling government service matters has been reduced by more than 87%, and the “no travel” and non-face-to-face approval items have reached more than 97%. The online government service capability ranks first in the province, and the experience of remote bid evaluation in public resource transactions is promoted nationwide.
