The reporter learned from the relevant department on June 13th that Sanmenxia issued the “Notice on Supporting the Employment of College Graduates in Sanmenxia”, which clarified a series of support policies, provided convenience for employment and entrepreneurship, recruited college graduates from all over the country to create a regional talent highland.

In recent years, Sanmenxia has insisted on taking the strategies of innovation-driven, developing the city through science and education, and strengthening the city with talents as the “first strategy” and “No. 1 project”, implemented the “double doubling plan” of the intensity of R&D investment and the number of high-tech enterprises in a rolling manner, strengthened the echelon cultivation of innovative enterprises, and actively created a first-class innovation platform. All parts of the city and relevant departments regard innovation as the logical starting point of development and the core of transformation, and promote high-quality development by focusing on “grabbing the main body, strengthening support, attracting talents, building platforms, double doubling and full coverage”.

Grab the main body. Focus on the Sanmenxia’s 13 leading industries and 453 industrial enterprises above designated size, give full play to the role of enterprises as the main body of innovation, support leading enterprises to create national and provincial key laboratories and pilot test bases, and drive the collaborative innovation of the upstream and downstream industry.

Strengthen support. Continue to improve the “1+8” talent policy system, and give full play to the guiding, precise and effective role of the policy in attracting, gathering and retaining talents. Continue to expand the coverage of the “three major transformations” and special funds for industrial Internet, encourage insurance companies to actively develop technology insurance business to provide risk protection for enterprise innovation.

Attract talents. Deeply implement the strategy of “developing the city with talents”, and continue to introduce innovative talents and innovative projects through flexible and diverse introduction methods such as attracting talents from different places and building centers in enclaves. Accelerate the full implementation of the third batch of 27 talent (team) projects, and start 89 reserve projects as soon as possible. Stick to department linkage, continuously improve service level, and create a good atmosphere of respecting talents.

Build platforms. Implement the quality and efficiency improvement project of innovation platforms, accelerate the operation of the Central Plains Key Metal Laboratory, build the “Swan Bay Science and Technology Corridor”, and ensure that the “Smart Island” can be completed within this year; actively promote the establishment of national-level platforms such as the Gold Comprehensive Utilization Laboratory, Baowu New Material R&D Center, and Copper Foil Industry R&D Center, and strive to add 40 innovation platforms above the municipal level and 10 innovation platforms above the provincial level this year to realize the full coverage of science and technology parks in counties (cities, districts).

Double doubling. Accelerate the implementation of a new round of “double doubling” plan of R&D investment and high-tech enterprises. Make full use of financial instruments such as technology loans, talent loans, patent loans, project loans, order loans, and equipment purchase loans to give full play to the guiding role of financial funds and support enterprises in their efforts to increase investment in research and development.

Full coverage. Carry out high-quality R&D activities with R&D institutions, R&D personnel, R&D funds, and industry-university-research cooperation in enterprises above designated size, to ensure full coverage of innovation activities in industrial enterprises above designated size, and to accumulate new momentum for high-quality transformation and development.
