Recently, the provincial leading group for peace-building issued a document to announce the results of the province’s peace-building assessment in 2021. Sanmenxia was rated as an “Excellent Province-governed City for Peace-building in Henan Province”, and Lushi County, Shanzhou District and Yima City were rated as “Excellent Counties (cities, districts) for Peace-building in Henan Province”.

In the past year, in the face of the complex social environment and the arduous task of peace-building, under the strong leadership of the municipal Party committee and municipal government and the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era, all departments at all levels in Sanmenxia have fully implemented the spirits of the central, the provincial Party committee and the municipal Party committee political and legal conferences. With the main line of preventing risks, ensuring safety, and protecting stability, closely focusing on the goal of “four reductions, two rises and one leading”, they have vigorously promoted the construction of the “five systems”, and achieved remarkable results. The overall social situation continued to be peaceful and stable. There was no major petition stability problem, no major criminal security case or major safety accident, and no interference from Sanmenxia occurred during major events such as the National Two Sessions, the celebration of the 100th anniversary of the founding of the CPC, and the Sixth Plenary Session of the 19th Central Committee. New progress has been made in municipal social governance. The municipal Party committee and the municipal government issued plans to promote the modernization of municipal social governance and build a higher level of peace in Sanmenxia, and issued two five-year action plans for grassroots Party building and rural revitalization. The grassroots social governance capacity has been continuously improved, especially the grid service management is more accurate. A new online and offline pattern of “comprehensive governance center and grid-based management” at the city, county, township, and village levels has been formed. The foundation of peace is more solid. Taking “zero petition, zero accident and zero case” as the starting point, they have comprehensively carried out the building of “five no townships (streets)” and “six no villages (communities)”, and explored the innovative conflict and dispute resolution mechanism and “four emphasis and four implementation” assessment and inspection mechanism. Rewards have been given to places that have achieved significant results in the “four reductions” (the number of petitions, the number of cases, the rate of lawsuits per 10,000 people, and the number of accidents), which has effectively mobilized the enthusiasm of the grassroots to participate in peace-building. Remarkable achievements have been made in peace-building. The number of murders has dropped by 50% year-on-year, and the public’s sense of security and satisfaction of the law enforcement of political and legal departments have been significantly improved. Sanmenxia won the title of “Excellent Province-governed City of Railway Road Protection and Joint Defense”. 

Since the beginning of this year, under the main line of creating a safe and stable political and social environment for the 20th National Congress of the CPC and the goal of improving the modernization level of social governance, all departments at all levels in Sanmenxia have firmly carried out “three zeros” peace-building, the integration of “four governance”, “six preventions and six promotions” and other special actions. They focused on the four special actions of controlling the increase of conflicts and disputes, eliminating the stock of petitions, resolving disputes by addressing the source, and rectifying multiple crimes; coordinated the “five aspects” of economic security, social security, the construction of the rule of law, the reform of the political and legal field, and the construction of the political and legal team, ensuring political safety and the improvement of economic security, peace-building, and the rule of law, and striving to achieve “four reductions, two promotions and one leading”, in order to make contributions to the whole province and the whole country by the stability of this area and welcome the 20th National Congress with excellent results.
