On April 24th, the Ministry of Ecology and Environment issued the "Notice on Issuing the List of "Waste-Free Cities" in the "14th Five-Year Plan" Period", and five cities including Sanmenxia, Zhengzhou, Luoyang, Xuchang and Nanyang were shortlisted.

In December 2018, the General Office of the State Council issued the "Pilot Work Plan for the Construction of "Waste-Free Cities". Sanmenxia  started its creation of "Waste-Free Cities" in 2020, and took the creation of "Waste-Free Cities" as an important carrier for transformation innovative development and ecological protection to set up a leading group for the construction of a "Waste-Free Cities" headed by the mayor and a special work group , and invested special funds on it. The Planning Center of the Ministry of Ecology and Environment, the University of Chinese Academy of Sciences and other well-known national institutions were invited to compile the "Implementation Plan for the Construction of a "Waste-Free City" in Sanmenxia during the "14th Five-Year Plan" period", and issue the "Guiding Opinions on Accelerating the Creation of a Waste-Free City in Sanmenxia" and a list of key work responsibilities, which formed a legible work pattern with clear tasks, responsibilities, and coordination and linkage. We paid close attention to the reduction of solid waste sources and vigorously promoted green transformation. In the past two years, 122 Green Renovation Project have been implemented, with an investment of 4.46 billion yuan, and a total of 17 green factories have been established (including 3 green factories at the national level, 5 ones at the provincial level, and 9 at the municipal level), and the Urban-rural Integration Demonstration Zone was approved as a national green industrial park. Emphasizing green transformation, we planed and implemented the construction of nine demonstration bases for resource conservation and environmental protection, and more than 30 key projects were implemented, Sanmenxia's comprehensive utilization rate of general industrial solid waste has increased to nearly 40%; the comprehensive utilization rate of livestock and poultry manure has reached 93% ; the comprehensive utilization rate of straw in Sanmenxia has exceeded 92%; Sanmenxia Green Energy Environmental Protection project-540,000-ton household wastes incineration power generation has been built; We completed the Henan Lumin 130,000-ton hazardous wastes comprehensive disposal project with the largest disposal scale; Sanmenxia's 156 first-level and above medical institutions all could collect and dispose of medical waste within 48 hours.

During the "14th Five-Year Plan" period, Sanmenxia will take the opportunity of being successfully selected into the list of 100 Waste-Free Cities during the "14th Five-Year Plan" Period to vigorously promote the construction of "Waste-Free Cities" and create a new model for the high-quality development of resource-based cities in the Yellow River Basin with Sanmenxia its own characteristics, resources, industrial structure and waste-free culture.
