On the afternoon of April 12th , the first meeting of the Council of the Central Plains Key Metals Laboratory was held. The main venue was set up in Zhengzhou and a branch venue in Sanmenxia. Liu Nanchang, Secretary of Sanmenxia Municipal Party Committee, attended the meeting. Later, Liu Nanchang presided over a special meeting to implement the spirit of the council meeting and promote the efficient operation of the Central Plains Key Metal Laboratory.

Deputy Mayor Qing Zhiying attended the meeting.

Liu Nanchang pointed out that the Central Plains Critical Metal Laboratory is the first provincial laboratory outside the Zhengzhou metropolitan area, which fully reflects the high attention and earnest expectations of Henan Provincial Party Committee and the Provincial Government for Sanmenxia. It also marks the rising of Sanmenxia in serving the national strategy, seizing the innovation highland, and "breaking through" on the territory of scientific and technological innovation in related fields of the province and the country. We must closely focus on the goal of "entering the ranks of national innovative cities in 2035" proposed by the 8th Party Congress of Sanmenxia, take the laboratory construction as an important project. We should have the realm of "success does not have to be mine" and the responsibility of "success must be bound to contain one of contributions of mine". We should further innovate the system and mechanism, strengthen the support and guarantee, so as to make the laboratory operate as soon as possible, then talents can be gathered to make breakthroughs as soon as possible.

Concerning promoting the efficient operation of the laboratory, Liu Nanchang emphasized 5 points:

First, we must speed up the condensed first-class subject. It is necessary to rely on existing industries, give full play to the leading role of large enterprises, precisely clarify the direction of demand, we need to conduct down-to-earth research, and strive to obtain a number of iconic and leading original scientific research results that are leading or parallel in the world as soon as possible, so as to achieve more breakthroughs.

Second, we must speed up the construction of experimental bases. We need to take the construction of laboratory industrialization bases as the core of our work, accelerate the  relevant enterprises' industrialization infrastructures, and improve the construction of scientific research conditions .

Third, we need to speed up the improvement of laboratory infrastructure. According to the needs of laboratory construction, we must go all out to ensure that the laboratory has necessary personnel, facilities, equipment and support services required for management and experimental activities, so as to integrate the relevant research and development resources in Sanmenxia, strengthen the coordination and linkage with Zhengzhou University to work together .

Fourth, we must grasp the key elements. It is necessary to gather first-class talents to form a scientific research team so as to promote the active participation of scientific research personnel in laboratory construction; we need to actively innovate systems and mechanisms, build new R&D institutions, highlight innovation, results and performance orientation, so as to make outstanding scientific research talents and innovative enterprises get reasonable returns; " we should focus on the achievements, give full play to the role of the main battlefield, main front, and main engine for the transformation of enterprise achievements, and speed up the process of industrialization of scientific research achievements; increase financial investment, attract more social capital investment, so as to fully support laboratory construction and operation.

Fifth, all parties should link up to form synergy. It is necessary to speed up the improvement of leading institutions and work systems, so as to promote the coordinated development of  government, enterprises, universities and social resources to jointly carry out technology development, application of achievements, etc., and all these work can achieve mutual promotion and growth of innovation and enterprises, and lay a solid foundation for the construction of innovation highland in Sanmenxia.
