On April 7th, Liu Nanchang, Secretary of the Municipal Party Committee, went to Hubin District and Shanzhou District to investigate epidemic prevention and control, railway freight transportation and other work. He emphasized that they should carry out the epidemic prevention and control work strictly and meticulously, continue to optimize measures, and resolutely build a prevention and control barrier. Also, they should adhere to systematic planning and solid progress to accelerate the “highway to railway” to promote the adjustment of the transportation structure, realize the multi-win for ecological environmental protection, industrial layout optimization, cost reduction and efficiency increase for enterprises, and continue to promote the construction of a modern logistics and transportation system.

Liu Nanchang and his group came to the nucleic acid test sites of Yuehai Huafu Community and Tianyuan Community of Station Street, visited grass-roots officials, medical staff and volunteers, checked the site code inspection, nucleic acid tests and other work, and learned more about the management and control of people traveling into Hubin District during the Qingming Festival and nucleic test, etc. Liu Nanchang pointed out that all departments at all levels must adhere to the people first and life first, deeply understand that epidemic prevention and control is the basic prerequisite for doing other work well, resolutely overcome weariness and fluke mentality, firmly grasp the initiative of prevention and control, and weave the network of epidemic prevention and control densely; scientifically coordinate the number of nucleic acid test points, prevent people from gathering together, standardize management, maintain order, and ensure that all samples are collected, the steps are accurate, the process is closed, and the testing tasks are completed with high quality; consolidate the “four parties’ responsibilities”, implement the requirements of the “four earlys”, strengthen on-duty duty, do a good job in publicity and guidance, and transform the implementation of normalized epidemic prevention and control responsibilities into the ideological consensus and action consciousness of the officials and people. 

Liu Nanchang walked into Sanmenxia Railway Station and Sanmenxia West Railway Station to check the implementation of epidemic prevention and control measures such as temperature measurement, site code scanning, and mask wearing, and inquired about passenger flow, freight volume, and freight turnover. He emphasized that it’s necessary to comprehensively consider and formulate plans, speed up the adjustment of the logistics and transportation structure, increase the proportion of railway transportation in enterprises, promote the efficient use of transportation resources, and cultivate new green and low-carbon energy. It’s also necessary to strengthen capacity expansion and coordination, continuously improve railway transportation capacity, optimize the organization mode of railway freight transportation, and provide strong support for the development of enterprises.

Liu Nanchang inspected the progress of the logistics park operation, the straightening of the Lanzhou-Lianyungang Railway, and the construction of the road network in the Sanmenxia Railway Comprehensive Hub Logistics Park and the Sanyuan Village section of Provincial Highway 245. He emphasized that it’s necessary to grasp the initiative of history, seize development opportunities, clarify the time point, speed up the construction of projects, further make up for the shortcomings of the city, improve the traffic network, reduce the comprehensive cost of enterprises, and improve the quality of urban functions. Efforts should be made to transform transportation advantages into logistics advantages, and logistics advantages into economic advantages, build first-class warehousing and logistics bases, and promote the development of key industry clusters. 

Liu Nanchang emphasized that it’s necessary to strengthen systematic planning, coordinate and handle the relationship between transportation infrastructure and industrial development and regional development, strengthen planning connection, optimize functional layout, and improve logistics efficiency; plan major transportation construction projects in advance, make every effort to clear the transportation arteries, revitalize existing resources, build special railway lines, and continue to improve the transportation network system; speed up the construction of a modern logistics and transportation system, improve industrial planning, strengthen the attraction of logistics projects, closely integrate industrial development with logistics support, and promote the production service industry to become bigger and stronger as soon as possible; always attach great importance to epidemic prevention and control and safe production, strengthen risk management and control in key areas, and take sound measures to build a solid defense line against the epidemic and keep the bottom line of safety.
