Recently, Sanmenxia issued the “Work Plan for Building a Demonstration Belt for Rural Revitalization along the Yellow River in Sanmenxia” (hereinafter referred to as the “plan”) and decided to strive to build a “90+” demonstration belt for rural revitalization along the Yellow River in three years. This is the concrete practice of speeding up the promotion of ecological protection and high-quality development of the Yellow River Basin, comprehensively promoting rural revitalization, and accelerating agricultural and rural modernization. 

The “plan” identified the demonstration belt mainly involving Lingbao City, the Urban and Rural Integration Demonstration Area, Shanzhou District, the Economic Development Area, Hubin District and the area along the Yellow River of Mianchi County. Mainly focusing on the 16 villages and counties close to the Yellow River and 90 administrative villages along the Yellow River mainstream and selecting some nearby characteristic villages with a certain demonstration effect, it decided to build a demonstration belt with “90+” administrative villages. 

Aimed at implementing the rural revitalization strategy in depth, the “plan” focuses on the five major revitalizations of rural industry, talent, culture, ecology, and organization, makes concerted efforts on high-quality development, high-quality life, high-level governance, unites new business formats, new models, and new ways, and concentrates on industry cultivation, integration promotion, bright spots establishment and security improvement. Following the idea of taking villages as points, connecting points, connecting lines and areas, gradual progress, and comprehensive improvement, it strives to build a Sanmenxia model demonstration belt for rural revitalization along the Yellow River with “the integration of four areas” including the pioneering area for modern and characteristic agricultural development, the leading area for green and ecological agricultural development, the model area for rural infrastructure optimization along the Yellow River, and the demonstration area for rural governance improvement along the Yellow River. 

It’s required by the “plan” to build a pattern of “one belt, four groups, five types and six routes” from the spatial layout. “One belt” refers to the demonstration belt for rural revitalization along the Yellow River. “Four groups” refer to the rural revitalization demonstration groups along the Yellow River including Lingbao, Demonstration Area, Shanzhou, Hubin, Mianchi and Yima. “Five types” refer to, as for the construction of demonstration villages, mainly developing five types of characteristic villages including industry-driven type, ecological demonstration type, commercial circulation type, cultural inheritance type, and urban-rural integration type based on the individual characteristics of village development. “Six routes” refer to building a rural tourist route of characteristic industries, culture and entertainment, and forestry leisure centered on Song Culture in Yangjia Village in Lingbao; building a rural tourist route of moral culture, leisure experience, traditional culture, rural food, and flowers, vegetables, crops and trees centred on Dongzhai Village; building a rural tourist route centered on Houdi Village which focuses on leisure and entertainment of “two cities and four stations”, homestay and catering in the Demonstration Area; building a rural tourist route centered on Cheng Village which covers Silo-cave, homestays, picking, e-commerce, ancient villages, etc. in the Shanzhou District; building a rural tourist route centered on the Yellow River Sanmenxia Dam which focuses on leisure picking, ecological terraces, ditch play, and farmhouse delicacies in Hubin District; building a rural tourist route centered on Nancun Village which focuses on characteristic industries, farming culture, Yangshao wine culture, entertainment and food in Mianchi County.
