The major economic indicators ranks among the Henan province's “the first echelon” for consecutive years. High-quality construction of inter-provincial regional center cities has taken a new look.

Solid transformation

On December 20th, 2020, at the end of the "13th Five-Year Plan" period, Baowu Aluminum, the largest strategic emerging industry project between Henan and Shanghai in recent years, is the largest single investment aluminum deep processing manufacturing project in Sanmenxia City. The first phase of this project was officially put into production, which marked the aluminum-based new material industry in Sanmenxia City took a crucial step. Baowu Aluminum only took more than one year from signing the cooperation agreement to full-scale production, which will play an important role in promoting the transformation and upgrading of the aluminum industry in Henan the province.However,this is only a solid step in the transformation and innovation of Sanmenxia during the "13th Five-Year Plan" period.

In the past five years, Sanmenxia has actively explored the transformation and innovative development of resource-based cities, and insisted on development by increasing GDP, optimizing the stock, actively reducing the quantity, and improving the quality.The drastic reborn transformation of traditional pillar industries(gold, silver and coal industries) has achieved huge achievements by “Three Great Remould”and “Industrial Internet Construction”.A series of major transformation and upgrading projects landed by introducing a series of major transformation and upgrading projects such as of SDIC Jincheng Metallurgy, Baowu Aluminum, Dicastal Wheels, Yi Ma Coal Comprehensive Energy Projest,etc.,from simple recovery of gold to comprehensive recovery of 13 non-ferrous metals , From simply mining and refining bauxite to producing high-grade aluminum profiles, from simply mining low-grade raw coal to producing methanol protein and protein fiber, the added value of gold, aluminum industry, coal and coal chemical industries has increased by 5 times, 40 times, and 20 times respectively.

In the past five years, green manufacturing and green industries such as new energy, new materials, and big tourism have achieved great results. The Suda pure electric vehicle project has obtained the first new energy vehicle license in Henan Province and  it’s the 11th new energy vehicle enterprise license in China, which fills the blank in Henan’s own brand of pure electric vehicles. The domestic market share of special vehicles such as Juntong and Ruiyitek has steadily increased. The construction of a hundred-billion-level new material base has been accelerated, and new material categories such as aluminum-based, copper-based, silver powder, optoelectronics, plasma film, and graphite have been formed.The digital economy such as 5G networks and new smart cities has been accelerated.

The cultural tourism developing pattern of "One Belt, One Corridor and Six Districts" has taken shape, and " Yellow River·Sanmenxia ·Beautiful Swan City" is well-known nationwide. The organization and brand operation of characteristic agriculture such as apples and dates continued to improve, and the "golden apple belt" began to take shape. The apple planting area was stable at 1.77 million mu with an output of 1.9 billion kilograms, ranking 7th and 8th among the prefecture-level cities in China. Edible fungi, fresh fruits, and juice concentrates are exported to more than 35 countries and regions.

At present,Sanmenxia has initially established the the largest gold mining and smelting base in China, a promising equipment manufacturing base, a competitive aluminum industrial base, a new material base with a relatively complete range of industries, and an important coal chemical and apple production base. Sanmenxia is also one of the cities with the most abundant geographical indication protection products.

Gathering results show up

In the mid-winter, the Haoji Railway, Yuanmian Expressway, Ruibao Expressway, etc. have been officially opened to traffic, the No.310 National Road southward project has been completed, and No.209 National Road reroute project has been steadily progressed. Sanmenxia is gradually becoming a regional transportation hub.

In the past five years, a prosperous business city has been formed at a fast pace. The two major business circles represented by Wanda Plaza and Yiwu International Trade City have attracted a large number of people, logistics, capital. The information flow accelerates aggregation. The CICC Gold and Jewellery Industrial Park has become China’s largest gold and silver product processing base in central and western regions, its average annual transaction volume reached 5 billion yuan; the construction of important bulk commodity logistics bases and cold chain logistics bases is progressing smoothly.

A fully functional and livable city is accelerated to form, and the advanced vocational education industry-education integration pilot zone has been advanced rapidly. A higher vocational education park with a scale of 22,000 has been formed, which will hold 100,000 people in the future; The Influential characteristic agricultural products and gold industry data centers and emerging health resort centers are being formed on the basis of the construction of smart city and mineral hot spring resources ; Sanmenxia has won the titles of "Top Ten Charming Cities"、"Hometown of Photography in China" first "Charming China Town". Its Urbanization rates and forest coverage rates respectively got 58.7% and 50.7%, the urban environment in Sanmenxia is more beautiful and the people's life is more enjoyable.

Reform vitality bursts

In the twelfth lunar month of the year, Sanmenxia Eye Hospital is still busy. The people in Henan, Shanxi and Shann’xi provinces know that the team of Sanmenxia postdoctoral fellow and the president of the Eye Hospital Dang Yalong has advanced eye diagnosis and treatment technology internationally and domestically. The return of Dang Yalong is not only a concrete manifestation of his hometown feelings, but also a vivid practice of Sanmenxia's innovative mechanism.

In the past five years, more than 814 reforms in Sanmenxia have been steadily advanced, including state-owned enterprises, business environment, development zones (industrial clusters) systems and mechanisms , and agriculture and rural areas and so on.The construction of“five platforms”including innovation, opening up,industry undertaking, investment and financing services, and talents has been accelerated. The mechanism is more flexible and effective. Innovative capabilities have been continuously improved. The creation of national-level high-tech zones has passed the on-site inspection and acceptance by the Ministry of Science and Technology, and the two "multiplication plans" for scientific and technological investment and high-tech enterprises have been implemented in depth.

In 2020, Sanmenxia's R&D investment accounted for 1.5% of its total output and the number of high-tech enterprises reached 95, 2.2 times and 2.4 times of 2016. Sanmenxia High-tech Zone has become the only one national green industry demonstration base in Henan province.

The opening pattern in Sanmenxia has continued to be deepened, a series of work has been pushed forward orderly by the construction of the Sanmenxia Customs, the Provincial Gold and Precious Metal Product Quality Supervision and Inspection Center, the Imported Copper Concentrate Inspection and Quarantine Test Zone, the Bonded Logistics Center (Type B), and the Henan Free Trade Zone Sanmenxia Open Innovation Linkage Zone . The orderly progress has created a precedent for cooperation with Ukraine and other countries and regions.

More than 10 newly-built industrial funds was introduced, fund investment has achieved a major breakthrough was achieved. government-bank-enterprise cooperation was strengthened, and the ability of financial services for the real economy continues to increase. The talent introduction has achieved  remarkable results, the "1+8" talent introduction policy was implemented successfully, 81 high-level talent projects represented by Dang Yalong and Jianfang team have been effective, and the talent support has been continuously enhanced.

Convid-19 epidemic was controlled effectively

At the beginning of 2020, confronted with the sudden new crown pneumonia epidemic, the whole city of Sanmenxia actively responded to General Secretary Xi Jinping’s instruction of “the epidemic is the order, and prevention and control is the responsibility”. Sanmenxia municipal government insisted on the prevention and control of the epidemic as a major political task, all the city quickly entered a wartime state. Race against time to race against the epidemic, Sanmenxia established a coordinated and powerful command system as soon as possible, started the research and development of a smart management and control platform as soon as possible, and made up for the shortcomings of the basic foundation at the first time. In particular, relying on the new smart city platform, Sanmenxia has taken the lead in launching research and development of "7 platforms + 1 portal + 1 green code" big data epidemic prevention and control system and healthy travel system in Henan to achieve "double clearing" of confirmed and suspected cases in only 37 days, which ensured the safety of the people to the greatest extent.

In early March of 2020, Sanmenxia took the lead in achieving full resumption of work and production in Henan, and its economic and social development quickly recovered to the right track. A series of preferential enterprise policies issued by the central and provincial governments were fully implemented, the direct mechanism of fiscal funds was carried out, and the "One Union and Three Gangs" action was in-depth implemented. Under a serious of powerful and effective measures, the number of market entities in Sanmenxia has increased 13,600 against the trend, which has grown by 9.5%, effectively boosting economic operations to achieve a full recovery and providing an important guarantee for stabilizing the economic fundamentals. Preliminary estimates show that the Sanmenxia’s GDP, fiscal revenue, and residents’income will increase by  3%, 3%, and 3.2% respectively, which are 1.7%, 1%, and 0.2% much higher than the Henan’s. Economic and social development has achieved the expected goals.

Over the past five years, the people of Sanmenxia have continued to innovate and write new chapters with firm beliefs and powerful actions. Today, the "13th Five-Year Plan" has successfully concluded. Facing the "14th Five-Year Plan", a new journey is under our feet, and a new picture is gradually unfolding.
