Since this year, Sanmenxia customs has successively introduced the “9+8+6” measures to stabilize the basic foreign trade market and actively help enterprises to expand foreign export markets. For the copper product finishing industry chain, manufacturing, agricultural products and other key industries, it has investigated four state-owned enterprises and eight private enterprises, collected 28 related problems, and solved 15 problems on the spot and 13 problems that needed to coordinate with the related departments.
Deeply tap the potential of business taxation. The customized customs services made the continued return of the customs declaration business of two mineral products importing enterprises in the area, which greatly improved the proportion of the localized business of the enterprises. From January to November this year, 621 customs declarations have been accepted, a year-on-year increase of 38.6%. Since this year, the total value of Sanmenxia’s foreign trade imports and exports has ranked among the top three in Henan province.
Establish special work groups to promote foreign trade
Sanmenxia customs has established four special groups, including business return, processing trade, cross-border B2B, and poverty alleviation in Lushi County, and issued work plans and formulated work promotion plans. It has actively promoted the B2B export model of cross-border e-commerce and guided the enterprises to open international online stores to open up new online export markets and expand new customers in the export market. It has strengthened communication and cooperation with customs in the surrounding areas of Shanxi, Shanxi and Henan, and coastal and border customs, established a regular consultation and coordination mechanism, built a one-stop multimodal transport service platform, and unblocked the access to the sea and national routes for import and export enterprises in Sanmenxia.
Comprehensively promote the credit management of enterprises in the area. Sanmenxia customs has guided CICC to complete advanced certification, which effectively reduced the inspection rate. It also has implemented non-guaranteed financial preferential measures and policy dividends, striving to build exemplary customs for copper concentrate and gold concentrate imports. To ensure the smooth import of copper concentrates, the inspection is carried out in three shifts 24 hours a day to ensure that the goods are ready to be released upon arrival. Each batch saves more than 10 hours of customs clearance time. At present, more than 20 batches of more than 20,000 tons of copper concentrate have been inspected, which greatly saves time and expenses of the enterprises.
Solve problems to ensure customs clearance
Oriented by the problems, Sanmenxia customs has established a “one-to-one, face-to-face” problem-solving mechanism, gained an in-depth understanding of the needs and difficulties of enterprises, established a work account and solved the issues one by one. To ensure the progress of key projects of Baowu Aluminum, Sanmenxia customs actively optimized the supervision process, promoted the innovation of the supervision model, launched the “green channel” for emergency customs clearance, and coordinated the port customs to implement cross-area collaborative inspection and release. More than 30 batches of complete sets of equipment have been imported in the area, with a total value of more than 1.4 billion yuan, and tax reductions of more than 12 million yuan this year.
Sanmenxia customs has implemented reform facilitation measures in an all-round way, deepened the application of the single window for international trade, and steadily promoted the multi-license integration, two-step declaration, two-stage access, and the reform of separating certificates from business license; strictly implemented the tax and fee reduction policy, speeded up the approval process, and extended the tax payment period for enterprises during the epidemic prevention and control period; optimized the inspection mechanism and explored new inspection methods such as tele-inspection and remote video inspection. Since 2018, the overall customs clearance time for foreign trade goods exports has been reduced by 84.11%, and the overall customs clearance time for imports has been reduced by 81.56%, which has exceeded the target for the reduction of customs clearance time.
Direct declaration and direct payment benefit enterprises
Sanmenxia customs has established a coordinated mechanism for direct declaration and payment of customs companies, encouraged companies to make independent declarations and inspections through the “single window”, and guided companies to complete goods declarations independently, which has reduced operating costs, improved customs clearance time effectiveness, and promoted continuous return of foreign trade data in Sanmenxia. Four intensive trainings and 15 “one-to-one, face-to-face” trainings have been organized. 32 companies have finished the training. 12 companies have already started direct declaration and direct payment.
Sanmenxia customs has also established agricultural product export policy consultation groups to know the difficulties encountered by enterprises in work and production resumption through WeChat, telephone and other methods, coordinated and solved difficult problems encountered by enterprises in customs clearance, inspection and quarantine, and continuously strengthened the compliance supervision of edible fungi export to help the mushroom companies in the area to achieve normal export during the epidemic prevention and control period. It also helped Huayang Food Co., Ltd. in Lushi county obtain five quality inspection certificates during the epidemic prevention and control period and successfully land the big order of walnut kernel export to Russia with the total value of 12 million yuan.
