In establishing Sanmenxia into a famous cultural and tourist city, what measures will Sanmenxia Municipal Administration of Culture, Radio, Film, Television and Tourism (SMACRFTT) take as the department responsible for Sanmenxia’s culture and tourism? On Oct. 22th, the journalist interviewed Ms. Wu Huifang, director and Party secretary of SMACRFTT.

Ms. Wu Huifang expressed that SMACRFTT has planned the cultural and tourist development pattern of “one belt, one Corridor, and six areas”, which specifically refers to the West Henan Ecologically Cultural and Tourist Belt, the Early China Civilization Corridor, the Yellow River Culture Inheritance and Innovation Area, the major Exhibition Area of Long-March State Culture Park, the Xiaoqinling Tourist Sightseeing Area, the Research Tourism Experience Area, Deep-breath Ecological Health Care Area, and East Sanmenxia Cultural and Tourist Sightseeing Area, to promote 13 major integral cultural and tourist projects with the total investment of nearly 40 billion yuan. Among all those projects, main focus will be given to the Sanmenxia Yellow River ecological corridor and the Green Cultural and Tourist Path, the Swan Lake State-level Holiday Resort, the Yangshao Village and Miaodi Valley State Archaeological Parks, the project of series of cultural relics preservation, exhibition and inheritance, the building of a photography culture city, and the programs of improving the Sanmenxia Dam spot and its surrounding area, vitalizing Lingbao Laozi culture, the 25th Red Army Long March Experiencing, the Yangshao liquor culture display base, the West Henan Health Care Holiday Post House, the Industry tour of gold and coal series.

The Administration will optimize the industry and products systems by establishing a group of A-level scenic spots and star hotels, creating several classic tourist places of revolution, introducing some model village tourism programs, developing high-quality art performance activities with their own characteristics, and encouraging the development of a batch of integrated industries such as industrial tourism, PE tourism, and research tourism in order to realize the high-end, intensive, and large-scale development of the culture-tourism mixed industry.  

As to the work of next step, Ms. Wu Huifang says that focus will given to the implementation of the culture-tourism mixed project for the people, including the carry-out of the free tickets and fees reduction policy in the State-owned cultural and tourist places, the encouragement of off-peak vacations, and the improvement of the tourist vouchers distribution, the implementation of the smooth tourist traffic project, especially the assurance of the last smooth kilometer in tourism, the implement of smart tourism project, involving the construction of the smart platforms at the municipal and county levels, the implementation of the credit construction project so as to guide various trades managers and operators to sell genuine goods at a fair price to aged and child customers, the implementation of service improvement project, involving the construction of such supporting facilities as the tourist centers, toilets, tourist signs, and parking lots, to establish a modernized system of tourism economy.  

The Administration will attach great importance to the heritage conservation and fully implement the project of the Yellow River cultural heritage preservation to ensure the ancient villages, the intangible heritage, the folk customs, and the delicious food scattered everywhere to be collectively protected and inherited; it will meticulously organize the commemorative activity of the 100th anniversary of finding Yangshao culture and of the birth of China’s archaeology; it will continue to carry forward the Red Culture by centering the revolutionary sources of “one core, five lines”, which are the core of the mainstay spirit and the five lines of the Lushi 25th Red Army Long March line, the Mianchi Eighth Route Army Military Station traffic line, the West Henan anti-Japanese Fight ling, the Central Henan Breakthrough and Fight to West Henan line and the Chengeng and Xie Fuzhi Army Pushing into West Henan line, so as to create a classic and influential Revolutionary tourism spot.

The Administration will innovate its management system and explore the mode of “the management committee + the tourism development company”to promote the tourist development for the people to enjoy the prosperity through the industrial development; it will optimize the policy environment and firmly implement Measures of Supporting the Cultural-Tourist Industry to Weather the Storm; it will introduce more high-quality talents in cultural tourism into our city, invest more and establish the municipal cultural tourism development fund; it will strengthen the market supervision and perfect the credit assessment in tourism industry to create a safe and comfortable environment for the development of the cultural tourism.
