In recent years, with the strong support of the Municipal Party Committee and the Municipal Government, the Municipal Science and Technology Bureau of Sanmenxia continued to improve its innovation policy, increase investment in scientific and technological innovation, implement the policy of benefiting enterprises and promote industrial development through scientific and technological innovation.

In response to the fact that there are few scientific research institutes in Sanmenxia and shortage of innovation resources, the Municipal Science and Technology Bureau of Sanmenxia continues to promote innovation collaboration and cooperation to attract more high-quality innovation resources to gather in Sanmenxia. First, strengthen the cooperation between research institutes and localities and the cooperation between research institutes and enterprises. the Bureau organized activities such as “Walk Into Chinese Academy of Sciences ”and “Talent Recruitment Project in Xi'an ”and cooperated with 150 research institutes of colleges at home and abroad to flexibly introduce more than 1000 various types of scientific and technological talents . Second, increase regional scientific and technological cooperation. With making full use of overlay policy advantages of the "Belt and Road" node city, the regional cooperation of Shanxi, Shaanxi and Henan in the Yellow River Golden Triangle ,and the Zhongyuan Urban Agglomeration , the Bureau guided social forces to set up regional science and technology awards, established of the Yellow River Golden Triangle Science and Technology Innovation Award, and held the Yellow River Golden Triangle Science and Technology Award and Industry Alliance Symposium. Third, expand international scientific and technological cooperation. Jointly build the Sino-Ukrainian (Sanmenxia) Science and Technology Economic and Trade Exchange Center and the Sino-Ukraine (Sanmenxia) Science and Technology Innovation Research Institute with the Barton Welding Research Institution of Ukrainian Academy of Sciences, the Bureau expanded cooperation with Ukraine and countries along the Belt and Road in key areas such as scientific and technological talents with taking the China-Ukraine International Cooperation and Innovation Park as the fulcrum.

In 2019, there were 108 national scientific and technological small and medium-sized enterprises in the city (34 newly added), 95 national high-tech enterprises (30 newly added) and 319 innovation platforms with supra-municipal level. State-level High-tech Zone Construction passed the pre-inspection of Ministry of Science and Technology. The added value of: High-tech industry increased by 15.9%, 1.2 %higher than the average growth rate of the province, and ranked 7th in the province; the added value of: High-tech industry accounted for 34.4% of the added value of Industries Above Designated Size, ranking 12th in the province. The city's innovation entities, investment in R%D and innovation platforms are growing steadily. The construction of "Innovative Sanmenxia" maintains a good momentum.
