Recently, "Sanmenxia several policies and measures to support the high-quality development of equipment manufacturing industry" has been released, (hereinafter referred to as "the Policies and Measures"). It will accelerate the transformation promotion and high-quality development of the equipment manufacturing industry in order to strive for the equipment manufacturing industry output value to reach billions of size, build some equipment manufacturing industry bases which will influence the international and domestic fields, and form a new pillar industry of industrial economy in 2023.

"The Policies and Measures" makes a package of preferential policies and invests capital to support the development of equipment manufacturing industry with high quality from six aspects, which are speeding up the introduction of advanced equipment manufacturing industry projects, accelerating the implementation of the new equipment manufacturing industry, accelerating the equipment manufacturing industry to implement the "three transformation", supporting the equipment manufacturing industry technical innovation and quality brand construction, supporting equipment manufacturing enterprises bigger and stronger, and encouraging equipment manufacturing enterprises to move to the industrial  parks.For example, the land price policy that gives priority to the development of industries is implemented in terms of land used for construction projects. Rent concessions or subsidies for 2 years are provided for plants leasing; In terms of project awards, the newly built advanced equipment manufacturing projects with a total investment of over RMB 20 million yuan will be awarded according to 10% of the project production and technical equipment investment, up to RMB 10 million yuan, after the project is put into operation. In terms of loan discount support, major projects of advanced equipment manufacturing industry will be provided with classified discount interest, up to RMB 20 million yuan. In terms of leasing and purchasing equipment, subsidies shall be given at the rate of 5% of the actual amount of equipment leased and purchased in the current year, and the annual subsidy amount of a single enterprise shall not exceed RMB 3 million yuan at most. In terms of technological innovation and quality brand building, enterprises that have won the recognition of provincial manufacturing innovation center for the first time will be awarded RMB 1 million yuan, and enterprises that have won the provincial governor's quality award will be awarded RMB 1 million yuan, etc.

In order to ensure the implementation of the Policy and Measures, the Policy and Measures also put forward four safeguards, namely, strengthening the assessment of organization and leadership, strengthening policy financial support, strengthening financial services, and strengthening the construction of talent team.It points out that governments at various levels will set up a total of RMB 50 million yuan of high quality special funds to develop the equipment manufacturing industry , which will be mainly used in equipment manufacturing enterprise project introduction, project construction, stronger reconstruction , intelligent reform , greening reform, technical reform, technical innovation, quality and brand building, university-industry-research cooperation, talents cultivation and annual awards for the excellent in equipment manufacturing enterprises or discount loans support, etc.
