On May 14, Liu Nanchang, secretary of the municipal party committee, joined the Lingbao City delegation’s representative group to discuss and deliberate the government work report, plan, and budget report. Municipal leaders Guo Hongxun and Zhang Chaohong participated in the deliberations and discussions.

   Liu Nanchang said that since last year, under the severe and complex situation, the whole city has adhered to Xi Jinping’s new era of socialism with Chinese characteristics as the guidance, adhered to the general keynote of the work of seeking progress while maintaining stability, deepened supply-side structural reforms, and firmly established the people-oriented approach, adhered to the high quality of party building to promote the high quality of economic and social development, and achieved gratifying results. The main economic indicators continue to be at the forefront of the province, especially since the beginning of this year to coordinate COVID-19 prevention and control and economic and social orderly development. Various tasks continue to maintain the province’s “first phalanx”. The government work report summarized the work of the past year objectively and impartially, adhered to the problem orientation, and clarified the measures and direction of future development. It is a truth-seeking and pragmatic report. The city must thoroughly implement the spirit of General Secretary Xi Jinping’s important speech on the overall promotion of COVID-19 prevention and control and economic and social development, resolutely implement the requirements of the central government and the work arrangements of the provincial and municipal committees, strive to do a good job in the “six stability” and fully implement the “six guarantees” task, to make positive contributions to ensure the completion of poverty alleviation tasks and the building of a well-off society in all respects.

Liu Nanchang emphasized that to implement the spirit of the municipal party committee’s economic work conference and the deployment of the government work report, it is necessary to comprehensively implement the new development concept. First, we must put innovation in a prominent position and speed up the filling of shortcomings in the economic field. Grasp technological innovation, system and mechanism innovation, business model innovation to gain greater competitive advantages; use system and mechanism innovation to accelerate the reform of development zones, optimize industrial layout, and enhance marketization level; seize opportunities such as new infrastructure, strengthen “three major transformations”, and build "Digital Sanmenxia". Second, we must promote coordinated development, keep a close eye on well-off indicators, and make up for shortcomings in society and people’s livelihood. Third, we must adhere to green development, correctly handle the relationship between economic development and ecological environmental protection, and make green development be the most beautiful background of Sanmenxia. Fourth, we must expand opening up, focus on the construction of opening platforms, increase the introduction of industries and talents, enhance the attractiveness of Sanmenxia for employment and entrepreneurship, and step up efforts to build an important node city of the “Belt and Road”. Fifth, we must insist on sharing as the fundamental purpose of development, continue to work hard to improve people’s livelihood, solve education, medical care, employment, and pension issues that are of concern to the masses, and improve the ability to respond to risks.
   Liu Nanchang emphasized that the major national strategies for ecological protection and high-quality development of the Yellow River should be implemented and results should be achieved. Regard the implementation of General Secretary Xi Jinping’s requirement of “making the Yellow River become a happy river that benefits the people” as a major political task, put watershed management in an important position, strengthen ecological protection and comprehensive water system management, and regard the high-quality development of manufacturing as the important direction for ecological protection and high-quality development of the Yellow River Basin.
