In recent years, relying on new smart city and focusing on government administration ability improvement, Sanmenxia has put forward the new mode of “digital business environment” creatively and formed the management structure of “6+1+1”, which monitors the full sample and full-cycle of the business environment data in an all-day and all-around way to push the continuous improvement of the business environment and tried to form a new mode of “digital business environment” that can be replicated and promoted. In 2020, Sanmenxia was selected as the “digital business environment” pilot city by the Henan Business Environment Office.

Standardize the “six constructions” and make a solid foundation for matters. To break the obstruction of government administration service, Sanmenxia started from the basic and did well in “six constructions” of government administration service, namely the promotion of “legalization” and “standardization” offline, the promotion of “digitalization” and “networking” online and the promotion of “rules” and “normalization” both online and offline. Accelerate “the integration of one database” and break the walls of data. From September 2017, Sanmenxia has integrated the basic databases such as population, legal persons, macro-economy and geographic space databases and various special databases to form a whole city comprehensive database. It also built the data sharing and exchange platform integrating city and county which can collect the data, share and exchange information and analyze. It built the electronic seal and certificate system integrating city and county, which has collected 850 million pieces of data from 30 municipal departments, sent 102 kinds of certificates and over 390,000 certificates to the provincial electronic certificate database and applied for 186 data sharing interfaces of the superior departments. Develop “one platform” and do well in data supervision. Develop a special area for “business environment” in the digital head of government function reform. Use the “digital business environment” comprehensive management platform developed independently to achieve the three basic functions of daily airing, risk alert and problem settlement, gradually expanding the coverage of the platform and achieving the full coverage of business environment as soon as possible.

In order to steadily promote the “digital business environment”, Sanmenxia has established a special group for “digital business environment”. Coordinated by the reform office of the municipal Party committee and municipal business environment office and implemented by the Municipal Government Administration Service and Big Data Management Bureau, the problems such as mis-settlement, slow government service, the difficulty of assessing government service and complex procedures have been solved gradually both at city and county level and great results have been achieved. From May 1st, all the business of the real estate registration in the main urban area can be completed within two hours and some business can be completed right away, achieving a great leap in the work speed. Sanmenxia also became the first city in Henan to complete all the real estate registration work within two hours. On June 15th, Sanmenxia published the first “one pass” list consisting 118 items, which would be implemented in the whole city. People can settle all the items using just the ID card. At the beginning of August, through the sorting of the “one sheet settlement” of the standardization of government administration service, the city reduced the application materials by 321 pieces and reduced the service duration by 350 days, improving the convenience greatly and enhancing the business environment constantly.
