In recent years, Sanmenxia accelerates the construction of the social credit system, strengthen the credit construction in key areas, coordinate with different parts and develop the atmosphere of “one can go around the world keeping his promises, otherwise, he can not move even a step ” to help civilized city building.

Strengthen the construction of government administration credit. The municipal law-based administration leading group attaches great importance to the construction of government administration credit, which requires all departments to strictly fulfill the contract agreements and practice the commitments during the process of administration management and public service and eradicate the dishonest behavior that might affect the government image. The municipal government office formulated the Guideline for the Government Information Disclosure of Sanmenxia Government Office, which comprehensively sorts out the government information that should be disclosed to accurately transmit authoritative information and policy intentions in time.

Strengthen the construction of business credit. The Municipal Development and Reform Commission actively carries out the practice of credit commitment which requires the enterprises to make credit commitment about their basic conditions and honest operation when applying for the list of key enterprises for epidemic prevention and control and special financial funds and accept the social supervision. The Municipal Public Resources Trade Center promotes the bidder to implement the credit commitment announcement system. Based on the “social credit information data plus big data technology”, the Henan Xinyurong platform guides financial institutions to increase credit support for small, medium and micro enterprises, and has loaned 868.37 million yuan in total to enterprises in Sanmenxia.

Strengthen the construction of social integrity. The Municipal Education Bureau has incorporated integrity education into primary and middle school education, which promotes integrity into the school and establishes integrity exam rooms. The Municipal Administration for Market Regulation has carried out activities such as striving to build the civilized and honest operation demonstration streets, markets, enterprises and shops. Sanmenxia has held the “Red and Black List” press conference five times, reported over 70,000 red and black name lists in total to the superior department and implemented rewarding and punishment measures.

Strengthen the construction of justice credit. The Municipal Intermediate People’s Court shares the data of the dishonest persons to promote joint punishment of various departments. It also carries out the centralized enforcement activity “Apring Thunder Action” to create a good social atmosphere that advocates integrity and the rule of law. The Municipal Justice Bureau strictly implements the recording and assessment system of law learning and practicing status of civil servants, carries out the rule of law activities and increases the level of the rule of law.
