Innovate System and Mechanism to Serve the Development of Talents and Technology Industry

On September 27th, Liu Nanchang, secretary of the Municipal Party Committee emphasized that when investigating the talents and technology work in Sanmenxia, it’s necessary to thoroughly study and implement the important remarks of General Secretary Xi Jinping on science and technology work and compiling “the Fourteenth Five-Year” Plan. Comprehensively plan the talents and technology strategy for “the Fourteenth Five-Year” and make greater breakthrough in promoting system and mechanism innovation to serve the development of talents and technology industry in Sanmenxia in accordance with the requirements that “development is the first priority, talents is the first resource and innovation is the first driving force”.

Jia Shujun, member of the municipal standing committee and director of the organization department and Fan Fuzhong, member of the municipal standing committee and executive vice mayor attended the investigation symposium.

Liu Nanchang first went to the Sanmenxia Eye Institute. This institute takes the development of new ophthalmology technologies, treatments and drugs as its main tasks, which is an innovation practice base for government introduced high-level talents. There are 16 signed doctors now and the major ophthalmic fields such as glaucoma, corneal and lens diseases are covered. Liu Nanchang looked at the negative pressure trabectome handpiece used for the minimally invasive glaucoma surgery developed by the president of the institute, Dang Yalong independently and visited the medical device room. He praised Dang for “his team had made the whole industry”. Liu hopes that Dang could look towards the frontiers of international science and technology and domestic development needs, continue to increase basic research and promote the medical industry of Sanmenxia.

At the Academy of Agricultural Sciences, Liu Nanchang observed the special agricultural products bred well in Sanmenxia including apple, bletilla, polygonatum and edible fungus with great interest. He emphasized that “the paper written must be down to earth and the products should be left at every household”. At Sinoway Pharm Company, Liu Nanchang looked at the quality inspection equipment and asked the patent and market conditions of the main drug, thrombosis reducing enteric-coated capsules developed by their company. Liu said that pharmaceutical companies are knowledge-intensive companies. They must increase their investment in research and development and work hard to protect patents. At the Institute of Immunology at Sanmenxia Polytechnic College, Liu Nanchang listened to the presentation of Dr. Zhao Li about cancer immunotherapy and automatic microfluidics and got to know the lab investment conditions in detail. At the key laboratory of space detection and applied technology, Liu Nanchang emphasized that they should aim high and be down to earth, focus on ecological protection and land restoration, strengthen the detection of the Yellow River basin (Sanmenxia section) and serve the economic development of Sanmenxia.

At the symposium, Liu Nanchang affirmed the work had been done in promoting science and technological progress, scientific research and development and talent growth. He pointed out that, in recent years, relevant departments at all levels in Sanmenxia had vigorously implemented innovation-driven development strategy, accelerated transformation and innovation development, and achieved positive results. The science and technological innovation ability of Sanmenxia had been improved dramatically. The policy system had been more complete and the system and mechanism had grown much more flexible. A group of advanced and applicable science and technological results had been produced. However, we must be fully aware of the urgent demand for accelerating science and technological innovation during “the Fourteenth Five-year Plan”. We must further innovate the system and mechanism, enrich and science and technological production and optimize the talent policy.

Liu Nanchang emphasized that we should firmly set up the concept of three “firsts” and implement the concept “development is the first priority, talents is the first resource and innovation is the first driving force” put forward by General Secretary Xi Jinping. We should promote local economic transformation and innovative development with international vision and leading-edge thinking and transform three “firsts” into our policy, service and output. Oriented by the major problems, we should solve the bottleneck problems limiting the science and technology, talents and policies to provide guarantee for the science and technology development in Sanmenxia. Besides, solve the problem of quantity and quality. We need to develop a batch of high-quality projects that combine science and technology and industry, forming the productivity and science and technology results. More efforts should be made in freeing the mind. Finances at all levels should increase investment in research and development and do more work that lays the foundation and benefits the long-term. Science and technology and talents should be included in “the Fourteenth Five-Year Plan” as important content. Enhance the core competitiveness of Sanmenxia, science and technological output per capita, the contribution rate of science and technological economy, national research institutions and achievements with an awareness of unexpected development and crisis, hard goals and practical measures. Effectively explore new ways to promote the innovation of science and technology systems and mechanisms, and promote major breakthroughs in science and technology and the vigorous development of talents through policy innovation. Complete the science and technology organization system, intensify basic research, make great efforts in industrial application, make breakthroughs in selected key areas and promote local economic development.
