Hardcore Face Value Greatly Improves and Beautiful City Strides; -Environmental Sanitation Service in Sanmenxia Has Reached a New Level

Urban environmental sanitation is an important symbol of urban civilization. In recent years, the Environmental Sanitation Department of Urban Management Bureau has firmly established the concept of serving people’ s livelihood, economy and local development, closely focusing on the management goals which are long-term, refined, standardized, and scientific. It has also developed fine management of urban environmental sanitation in depth and actively promoted the reform of the environmental sanitation system, as well as mechanism and system. The environmental sanitation operation mode was also innovated. All these efforts brought about the fact that the city’ s environmental sanitation service efficiency has continuously improved, and the overall quality of urban appearance and environmental sanitation has continuously improved, which contributed a lot to improving the residential environment of citizens, enhancing urban functions, improving urban image, and promoting social and economic development in our city. In 2019, our city actively promoted a new mode of integrated operation of urban and rural environmental sanitation, making the city’ s environmental sanitation    professional, socialized and market-oriented.

Since the beginning of this year, the Municipal Environmental Sanitation Department, under the strong leadership of the Municipal Party Committee and Municipal Government, has conscientiously implemented the work deployment of the Municipal Urban Management Bureau. Starting with the creation of a civilized city and the quality improvement project of constructing 100 cities,  and being problem-oriented, it has continuously improved mechanism of the environmental sanitation operation, established and improved rules and regulations and strengthened the integrated supervision of environmental sanitation. These efforts enabled the city’s environmental sanitation to advance in depth continuously and achieve pleasant results.

The cooperation between management department and office has ensured the normal and orderly progress of environmental sanitation in our city during the anti-epidemic period. During the anti-epidemic period, under the deployment of the municipal party committee and municipal government, the majority of cadres and employees on the environmental sanitation front in our city committed themselves to environmental sanitation operation with great enthusiasm for the people and enormous sense of responsibility for their work.  As the competent department, the staff of the Municipal Urban Management Bureau and the Environmental Sanitation Department subcontracted the center of each district, guiding and demonstrating the staff of the operating company in the actual road section operation management, during which they reflected a high degree of political responsibility. The operating company Sanmenxia Jinghuan specifically set up two commandos to clean the city's urban areas, and  refine the work of garbage transfer stations and public toilet cleaning. At the same time, all employees were dispatched to clean all day long. The cooperation between management department and office and the concerted efforts of the cadres and staff ensured the continuous support of the people and the unbroken work chain during the fight against the epidemic.

Taking the creation of a civilized city and the quality improvement project of the construction of a hundred cities as the starting point, the operation standards have been improved, and the quality of cleaning has been steadily improving. Since the beginning of this year, the Municipal Environmental Sanitation Department, based on the current situation and actual work of the city’ s environmental sanitation, has always been problem-oriented, and  organized environmental sanitation operation units to carry out some activities such as urban road cleaning, city appearance and environment cleaning, urban furniture cleaning and sanitation facilities cleaning. During each activity, sanitation workers would clean the streets, greenbelts and rain grate. They would also remove small advertisements, wash curbs and guardrails, clean bus stops and scrub city furniture and trash cans, etc. Anything within view was carefully washed and cleaned, which was well received by the general public. Since September, the nominated city acceptance work of national civilized city has entered the final sprint stage. Under the organization of the Municipal Environmental Sanitation Department, the sanitation workers have carried forward the spirit of hard work, brilliant capability and extreme dedication. Besides, they have actively respond to the spirit of the Municipal Urban Management Bureau’ s notice titled On Carrying out Seven Major Special Remediation Work about Urban Fine Management and Deepening City Appearance and Order. Guided by this notice, they carried out the comprehensive renovation and improvement month activity of the urban environment. Focusing on the evaluation and acceptance goals and tasks, they faced up to the difficulties and problems with solid and serious attitude. Moreover, they strictly implemented the overall requirements of “leaving no corners behind” through thorough and meticulous rectification and improvement,  pushing our city’ s environmental sanitation and cleaning work to a climax once again.

Public toilet service facilities have been further improved by means of  constructing, transforming, repairing and managing. Public toilets are indispensable and important sanitation facilities in the city. From 2017 to 2019, a total of 39 public toilets on roads and 20 public toilets in parks were built in the urban area of our city. There were 20 new public toilets in the central business district, 44 new public toilets in Shaanzhou District, and 20 new public toilets in the city’s urban-rural integration demonstration zone. In addition, the city renovated more than 150 toilets. Since this year, the work of constructing, renovating and repairing public toilets in our city has remained unabated. Up to now, 20 old toilets have been repaired in the urban area of our city, and 200 new public toilet signs have been installed. In order to meet the needs of special groups including the disabled, the Municipal Environmental Sanitation Department has transformed more than 40 public toilets in our city, and added barrier-free passages and guardrails to 30 public toilets. In addition, the Municipal Environmental Sanitation Department continued to implement the requirements for free opening of toilets in agencies along the streets in the urban area, and urged all institutes to implement them seriously and strictly, which effectively eased the tension between supply and demand of public toilets in our city. At the same time, with the continuous expansion of public toilets and the continuous improvement of service quality, the Municipal Environmental Sanitation Department has also strengthened the management of public toilets in the city and deepened the refined management mode of public toilets. Especially since 2019, the city’ s public toilet environmental sanitation operations have implemented a market-oriented PPP mode of operation, implemented professional management, established a three-level management system involving center directors, inspection managers, and cleaners. Besides, a work mode called “point, line and surface” has been adopted in daily work, which means that the cleaning staff are responsible for their posts, the inspection managers connect with each other for the benefit of work, and the center director takes overall control. At the same time, the “lighting” project is implemented, and the public toilets are open 24 hours a day, which greatly improves the management of public toilets in our city. The environmental sanitation of public toilets has arrived at the goal of “five cleans and one clear” basically, which means clean ground, clean walls, doors and windows, clean facilities and equipment, clean toilet baffles and doors, clean surrounding environment, and clearly visible signs outside the toilet.

The ability of waste transfer and harmlessness treatment has been further improved, and the construction of the domestic waste incineration power generation project is progressing smoothly. With the development of the city and the improvement of the people’s living standards, the amount of garbage output in the city has also increased. Correspondingly, the construction of garbage transfer stations in the city has also intensified. In addition, the renewal and transformation of internal facilities and equipment as well as the introduction and upgrading of advanced technology is also ongoing. At present, the number of garbage transfer stations in our city has increased from 14 in 2017 to 23 now, and the garbage storage capacity of transfer stations in institutes has also been greatly improved. The city’ s garbage has been sealed for transportation, secondary pollution has been completely eliminated, garbage classification has been started, and related work is proceeding in an orderly manner. The highly  anticipated domestic waste incineration power generation project also started smoothly in March this year. As of now, the construction of supporting facilities such as “San Tong Yi Ping” which means the availability of power, water and transportation while construction, factory roads, and main plants is underway. 90% of the host equipment orders have been completed. It is expected that all will be completed next year, and grid-connected power generation will be realized by then.

All kinds of complaints were dealt with earnestly, which led to the fact that the reputation of environmental sanitation work increased significantly. The Municipal Environmental Sanitation Department has consistently strengthened the handling of various complaint hotlines, continuously established and improved various rules and regulations for hotline complaint handling, standardized the handling process of hotline complaint, intensified the handling of hotline complaints, and implemented a personnel responsibility system and service commitment system. These efforts contributed to great decrease of complaints and significant increase of satisfaction of the masses. As of the end of September, the Municipal Environmental Sanitation Department had received a total of 296 complaints from the 12345 hotline and 32 complaints from the 12319 hotline, with a settlement rate of 100% and a satisfaction rate of more than 95%. Compared with the same period last year, the number of complaints decreased by 3%, and satisfaction rate increased by 5%.

The vigorous development and continuous progress of our city’s environmental sanitation business has greatly improved our city’s appearance, and has effectively promoted our city’s social development and economic progress. It has also been well-received by the municipal party committee, municipal government and all sectors of society.

Looking back, the results are outstanding. I believe that under the strong leadership of the municipal party committee and the municipal government, with the joint efforts of all cadres and employees of the city’ s sanitation system, with the active participation and support of all sectors of society and the people, the city’ s environmental sanitation industry will be more and more brilliant in future.
